The Flotilla Commander, FC, is the leader and manager of the Flotilla. The responsibility of this individual is to pass information about the Flotilla up the Chain of Command to the Division Level. The FC also communicates with DIRAUX as a representative of the members of the Flotilla. The individual holding the FC office must be a member of the Flotilla for a minimum of ONE full year at the time of election and should hold certifications in VE, IT, and/or, Operations. The Flotilla Commander is also a voting member at Division Meetings and is required to attend the regular meetings.

VFC - Vice Flotilla Commander

The Vice Flotilla Commander, VFC, is responsible for the Staff Officers of the Flotilla and serves in the roll of Flotilla Commander when the FC is not present. Flotilla Staff Officers (FSOs) report to the Vice Flotilla Commander who reports the communication to the FC. The VFC must be a member of the Flotilla for ONE year at the time of election and hold a certification in VE, IT, and/or Operations.

AN - Aids to Navigation

Aids to Navigation are vital to the successful navigation of navigable waterways, but, unfortunately, these aids are susceptible to damage and loss during the year. The FSO-AN organizes the Flotilla's efforts to monitor the federal, state, and private aids in the Flotilla Area of Operations (AOR). Aids vary from buoys to day marks which are poles with signs placed on them, but all are essential and the Coast Guard maintains the federal aids year round.

The Communications Officer helps the Flotilla Members Test, Maintain, and Utilize the Flotilla Communications Station and Members VHF Radios. In some areas the FSO-CM helps organize Short-Wave Communications. The Communications Officer is also Instrumental in Developing the Phone Tree, a system of calling individuals in time of Emergency to form a response in the event of Search & Rescue or Natural Disaster. The Flotilla Communications Station enables the Flotilla to maintain a radio watch on vessels under orders to patrol and can manage Search & Rescue Missions when received on the Emergency VHF channels 9 or 16.

The Communications Services Officer is probably better explained by the term Computer or Web Services. The FSO-CS Develops, Delivers, Maintains, and Updates the Flotilla Web Site (this one here). The web site is an essential communications tool in the 21st Century enabling visitors to learn of the Auxiliary, The FSO-CS Officer also helps Members of the Flotilla deal with the Internet and Computer-Based information.

The Finance Officer is responsible for the Money and Spending of the Flotilla. Even though the Flotilla is a Non-Profit, Civilian, and Volunteer Organization Affiliated with the United States Coast Guard Auxiliary, there is Financial Responsibilities that occur through the year, The FSO-FN Reports Monthly, the INCOME & EXPENSES for Flotilla Business, in addition the FN Collects Annual Member Dues, Manages the Flotilla Bank Account, and Files and Annual Tax Return Consistent with our Non-Profit Status.

The Information Services Officer files all of the Data generated by Flotilla Activities in AUXDATA giving Members and the Unit Credit for their many Missions. This data is invaluable to the U.S.C.G. because it is used by the Coast Guard to demonstrate the value of Force Multiplication that the Auxiliary Members bring to the Nation. The FSO-IS receives forms completed by Members and enters the data into the AUXDATA System where the entire activities Nation Wide are recorded.

The Materials Officer plays a vital role to the Membership obtaining Uniforms, and Printed Materials such as, Forms, Manuals, & Text Books. The Auxiliary enjoys Penalty Indicia, which is postage for the many mailings that Members must make to each other and up and down the Chain-Of-Command. these stamps must be accounted for and obtained through the FSO-MA. Uniform ordering and distribution has become easier with the advent of online ordering, but for the sake of security many items may only be ordered by the FSO-MA.

MS - Marine Safety and Protection

The FSO-MS is responsible for the Marine Safety Program mandated by the U.S. Coast Guard. The MS Program includes monitoring the waterway for pollution and other safety factors in the navigable waterway. The MS program is one of the newest programs around and has established an excellent reputation for monitoring marinas and ramps where many sources of pollution are introduced into our waterways. The FSO-MS educates Members about local situations and problems to look for, as well as Coordinating the Monitoring of Marinas, & Ramps.

The FSO-MT Officer keeps the Members Trained in various areas and missions of the Auxiliary. From Operations to Public Education, the FSO-MT arranges training sessions and obtains the necessary training materials. One of the main reasons people join the Auxiliary is for the opportunity to serve the boating public which is only possible through obtaining the necessary training and passing the required exams.

The FSO-OP Officer Coordinates the Flotilla’s Boating Safety Patrols on the Water and in the Air. Operations includes training for the Occasional moments when we need to go into action to save lives and property. Working closely with the U.S.C.G. we Auxiliarists often double and triple the capacity of the Coast Guard to Patrol & perform Search & Rescue Operations.
The Operations Officer works closely with the Member Training Officer to keep all (Operations Certified Members) Trained and Compliant with their Annual Operational Requirements.

The Public Affairs Officer is responsible for getting the word out to the community about the activities of the Flotilla, & the U.S.C.G. The FSO-PA contacts Newspapers, Radio, and Television Stations to Broadcast or Print Public Service Announcements (PSAs) informing the community of essential boating information. In a day and age where radio and television are the primary means by which people obtain their news this staff positions keeps the community abreast of current boating safety and knowledge.

The FSO-PB Designs, Maintains, & Publishes the Flotilla Newsletter that helps keep the Flotilla Membership up to date on the Flotilla’s Activities. Due to modern demands on members time many can not attend meetings regularly, so a newsletter helps keep members aware of important events. Also the newsletter forms a de facto record or history of the Flotilla and is sent to our archive at East Carolina College. If you would like a copy of the newsletter please contact the FSO-PB and they will send you one.

The FSO-PE organizes the Boating Classes that are taught through the year and facilitates Members with obtaining their IT certification. Teaching Boating Classes to new and old boaters is an essential part of the Auxiliaries Mission and the Continuing Education Programs have saved countless lives by making boaters more aware of safety and general boating skills. Public Education is also one means that the public becomes more aware of Local, State, & Federal Boating Laws. Public Education also greatly helps in finding new members through it’s many class offerings. When someone comes to a Safe Boating Class they also find out how much Fun, Training, & Camaraderie that being a Flotilla Member Offers.

The FSO-PS is essentially the recruiter for the Flotilla. As Members Retire, Move, or Pass on, keeping a viable membership and a minimum of 15 Flotilla Members is a Full Time Job. The Personnel Services Officer assists new members with their paperwork and keeps track of their membership approval process. The FSO-PS also facilitates the background checks and finger print recording that needs to be completed for each Flotilla Member.

PV (RBS) -Recreational Boating Safety Visitation Program

The FSO-RBSVP Officer holds a relatively new office that grew out of improvements to the old Marine Visitor Program. The old FSO-MV position was removed when the program expanded. The Visitation Program is an essential means for the Auxiliary to pass valuable information concerning Safe Boating, Boating Education, and Boating Emergencies.
The FSO-RBSVP organizes the Facility Visitation Certified Members, which in turn deliver Pamphlets, and other Printed Materials to various Facilities. These Visits used to be confined to the Boat Dealers and Marinas, but now include any Commercial or Government Office that is willing to display Coast Guard and Auxiliary Literature. Since the creation of the Department of Homeland Security, this program has been one of the primary ways that information reaches the boater in the places they frequent on a regular basis

The Secretary of Records is responsible for the Flotilla’s meeting minutes and recording the business of the Flotilla. This position requires someone willing to write or record and transcribe the actions and decisions made during the meeting through parliamentary procedure into a record of minutes for the meeting. The FSO-SR is also the parliamentarian helping to keep procedural order during the meeting. (Mediator.)

VE - Vessel Examination

The Vessel Examiner is responsible for coordinating the Flotilla’s efforts in a one of the most important programs in the Auxiliary. The Vessel Exam is an essential means of educating the boater about the local water way and safety gear that is required by law for all boats on Federal & State Waterways. This is our Primary Way of Interacting and Educating the Public.
